Based on the hostname provided (ny1-ovpn.purevpn.net) I believe that would be in New york.
You could also ping the hostname so you could get the IP and then use a page like http://www.pdproxy.com/ip-to-country.htm this to determine the country of that IP

Have you cleared your cookies before visiting the amazon website? Make sure also that you disabled geo location on your browser http://techlogon.com/2013/04/23/how-to-disable-geolocation-in-ie-chrome-or-firefox/

There is a problem with the routing of this PH server to the website you are trying to reach. We have already informed our host but I doubt that they would do anything to fix this. We are going to set up our own server soon to fix this.

The only reputable host I know that offers servers in Mexico is http://www.hostdime.com.mx/
Most of the mexican hosts out there are actually selling servers from US so you need to make sure that they do have servers in Mexico.
My advice: If your clients do not really need the Mexican IP then just host your server in the US preferably from San Antonio, Austin, Houston and Dallas because hosting in Mexico is really expensive compared in US.
