VPN Discussion / cyberghost vpn question

Not a tech guy so bear with me... have cyberghost V8 VPN installed.  There doesn't seem to be a way to get tech support from the Romanians.  When I log into a server in say, Dallas, I did a whois query on the IP and it comes back with a London IP address.  Huh?
