Is there an OpenVPN client that doesnt need admin rights?
Is there a portable app for setting up OpenVPN?
Can it be done without changing/installing the computer you are plugged into?

To use a VPN, you will need admin rights. OpenVPN needs admin rights to install the TAP Driver and to setup the network routes. AFAIK there is no other workaround for that.
