Does VPN equals slower speed?

Hello,
When someone uses a VPN, will he always get a slower speed comparable to his actual speed; in other words
Are there any VPN that helps achieving speed better than your actual speed.

Connecting to a nearby server in a country with an open internet usually results in about a 10% loss of bandwidth using OpenVPN. You cant boost up your internet speed using vpn but surely you can bypass isp throttling. Many vpn services such as expressvpn reduce bandwith throttling,
