I want to use a Windows VPN but only for a particular network, so that it doesn't take over my entire network connection.

e.g., Instead of the VPN becoming the default route, make it only the route for 192.168.1.0/24

Can this be automated so that whenever I connect to the VPN it does this?

I think the setting is Use Default Gateway on Remote Network. By default - this is checked. Uncheck it and whatever network you are on (assigned via IP/subnet) will be routed out the VPN tunnel. All other network traffic will route out your LAN gateway.

As super said, it's usually a checkbox for "use default gateway" that needs to be cleared to change from Full Tunnel to Split Tunnel.

Do a "route print" before and after connecting the vpn, and you'll likely find the problem.
