What handshake failed error message means

Im using TCP protocol the connection was good the last days but now i cant connect these messages appears
My operating sistem is Windows XP and im trying to connect with Los Angeles 1 and Florida servers

I really need your answer on that PD Proxy

I think it means that mi ISP closed the TCP ports but im not sure about it im still wating your answer PD Proxy
